The Federal Government’s Building the Education Revolution Projects may have run over time and budget, but now can meet apprentice labour requirements with the Ten Percent Compliance Wizard.
Software architect Bayer and the Construction Industry Training Board (CITB) have released the first Ten Percent Compliance Wizard to enable the monitoring of Workforce Participation objectives associated with the Commonwealth-funded “Building the Education Revolution” (BER) Stimulus Package Projects.
The Compliance Wizard will help assure that the employment and training outcomes prescribed as part of the Commonwealth’s $43B Nation Building and Jobs Infrastructure Program will be achieved.
Prescribed by the Council of Australian Governments (COAG), the ‘Ten Percent Policy’ requires that 10 percent of labour hours on BER funded projects must be carried out by apprentices, trainees or employees from a range of identified backgrounds.
CITB CEO Steve Larkins said that the Ten Percent Compliance Wizard is “a step in the right direction to make BER projects more transparent and fair”.
“South Australia and Queensland are the only states with structured reporting mechanism – and are therefore in the position to enforce that 10 percent of workers have to be apprentices or have undertaken up-skilling training,” Mr Larkins said. “The wizard is a web-based system as distinct from Queensland’s more documentation-driven approach. The Ten Percent Policy which the Wizard supports, has been part of a wider strategy to ensure South Australia create, develop and retain a highly skilled construction workforce.”
Bayer Principal Architect Stefan Wagner said that BER Project Owners can use the wizard to quickly add building sub-contractors, accessing business intelligence from the CITB Training and Levy Administration System (TALAS) and the Department for Transport, Energy and Infrastructure (DTEI) Project Profile information.
Mr Wagner said that the Ten Percent Compliance Wizard could be used for other projects, such as social housing, which have similar compliance criteria for builders.
